PS3 » PSN/IP Block at university

I am currently at university and in the last few days have not managed to connect to PSN due to the error code CE-33992-6. I have contacted both psn and my service provider (student com) who have both blamed each other. StudentCom seem to think it is a IP Block by PSN due to student com being an open network and PSN are saying they can not unblock my university IP. As you can see I am currently a bit stuck on what top do with neither company giving me any guidance despite me an others in my halls all having the same problem.
