It is possible; as I noted in a previous thread of yours, I’ve done it. I used an older version of the That current relatively speaking) version should work just as well. The tools are fundamentally the same as you’d use for any other modern platform: a compiler, debugger, some linking and utility programs, et cetera, just built to target the PSP hardware and shipped with some libraries to help access that hardware.
